Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to elect Duane Deterding as Board Chairman for 2014. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to elect Willis Roethemeyer as Vice Board Chairman for 2014. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 6, 2014. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve appointment of the North Platte Telegraph as the official newspaper to publish legal notices for 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve and adopt Resolution No. 2014-03 authorizing the County Treasurer to invest funds for 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2014-04 appointing county depositories for 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee reports submitted by the County Sheriff, Clerk of District Court, County Clerk, County Treasurer and Register of Deeds. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve entering The county of Lincoln, Nebraska, into an agreement with CBM Managed Services to amend the current food service contract with CBM Managed Services from February 1, 2014 thru March 21, 2015. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the appointments of Rita Hernandez and Connie Hansen to the Lincoln/Logan/McPherson Extension Board for three year terms. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:25 A.M. and the Lincoln County Board of Equalization convened.

The Lincoln County Board of Equalization recessed at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.

There was lengthy discussion among the Commissioners as well as elected officials concerning setting elected official’s salaries for the term beginning in January, 2015. The elected officials requested that the County Board base the salaries on the Nebraska Association of County Officials (NACO) salary study recommendations in our array. There were many variables discussed concerning salaries and health insurance benefits.
The following was used to determine base salaries for the resolution. The suggested salary range for the array was $64,000 – $80,000. The base salary was set at $68,000. Those officials that receive an additional percentage for various duties (Attorney – 50%, Sheriff – 20%, Clerk – 15%, Assessor and Treasurer – 5%) and responsibilities were added to the base salary of $68,000. Then $8,000 was deducted from the total for the additional compensation officials receive in health insurance benefits compared to other counties in our array. A cost of living using the Midwest CPI will be granted in January of 2016, 2017 & 2018.
Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2014-05 setting the following elected officials salaries for the term beginning in January, 2015:

Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2014-06 setting the per diem for elected Noxious Weed Board Members for the term beginning in January, 2015 at $40.00 for attendance per regular meeting. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Hewgley to approve entering The county of Lincoln, Nebraska, into a four (4) year lease agreement with Gordon Petersen & Mary Petersen, whereby the County will lease an office (Suite 205) in a commercial building located at 102 East 3rd Street, North Platte, Nebraska, from Gordon Petersen and Mary Petersen and authorize the Chairman to sign. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The following bids were received on the production well for the Lincoln County Courthouse HVAC Replacement Phase I Project:

Motion by Hewgley, seconded by Roethemeyer to approve and accept the low bid of Nebcon, Inc. in the amount of $221,913.00 on the production well for the Lincoln County Courthouse HVAC Replacement Phase I project. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the January13, 2014 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Tuesday, January 21, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
