Meeting of the Lincoln County Board of Commissioners. Present were Commissioners

Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White and County

Clerk, Rebecca Rossell. Deterding offered prayer. Vice Chairman Deterding called the

meeting to order at 9:03 A.M.

Vice Chairman Deterding announced the Open Meeting Act with amendments is posted

for public review and the county board will comply with the open meeting requirements.

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the

Lincoln County Board of Commissioners meeting held on June 14, 2010. Upon roll call

vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.

Commissioner Hewgley arrived at 9:05 A.M.

Motion by Roethemeyer, seconded by Deterding to receive and order filed the

treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted

“aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to receive and order filed the fee

reports submitted by the County Sheriff. Upon roll call vote Deterding, Roethemeyer

and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to enter into an agreement with North

Platte Public Schools for school superintendent services. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

Deputy County Attorney, Joe Wright arrived at 9:14 A.M.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln

County Board of Equalization convened.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for

public review and the county board will comply with the open meeting requirements.

Mary Ann Long, County Assessor, Julie Stenger, Deputy County Assessor and Deb

McNeel, Deputy County Treasurer appeared.

Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the

Lincoln County Board of Equalization held on June 14, 2010. Upon roll call vote

Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to authorize the chairman to sign the

certificates of correction and refund as submitted by the County Assessor. Upon roll

call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to approve the notice of valuation

changes numbered 2010-44 thru 2010-77 as submitted by the County Assessor. Upon

roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to approve the motor vehicle tax

exemption application submitted by Riverside Baptist Church as approved by the

County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “

aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to continue the personal property

protest filed by Marquette Equipment Finance LLC for 2009 and 2010 to July 12, 2010

at 9:15 A.M. at their request. Upon roll call vote Deterding, Roethemeyer and Hewgley

voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to continue the personal property

protest filed by Prime Alliance Bank for 2009 and 2010 to July 12, 2010 at 9:15 A.M. at

their request. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.

Nays, none.

Motion by Deterding, seconded by Roethemeyer to go into closed session at 9:26 A.M.

for strategy session concerning pending litigation and for the purpose of protecting

public interest. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.

Nays, none.

Chairman Hewgley restated the motion for the closed session.

Motion by Roethemeyer, seconded by Deterding to go into open session at 9:45 A.M.

Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:46 A.M. and the Lincoln

County Board of Commissioners reconvened.

County Sheriff, Jerome Kramer and Chief Deputy, Dean Sparks were present to discuss

the possible purchase of a cargo transport van with a prisoner transport box for the

county jail. When the new jail opens they will need a transport vehicle to get prisoners

to the courthouse and for other transports. They have been looking for a used van and

box to purchase and have located a used unit that another jurisdiction would sell for

$12,500.

Motion by Roethemeyer, seconded by Deterding to set July 6, 2010 at 10:00 A.M. to

receive informal bids for a used ¾ ton cargo van for prisoner transport with the

anticipated cost less than $20,000. Upon roll call vote Deterding, Roethemeyer and

Hewgley voted “aye”. Nays, none.

Kirk Nichols (Construction Project Inspector/Owners Representative) and Carol Rouw of

Treanor Architects (appearing by phone) gave the county board a construction update

on the Lincoln County Jail Project.

Conducted a quarterly jail inspection.

Approved the following claims presented for payment:

The meeting was adjourned at 12:10 P.M.

Advance notice and the agenda for the June 21, 2010 board meetings were sent to the

county board, county attorney and all others requesting the same. Notice was posted at

the Lincoln County Courthouse, City Hall and on the county website.

The agenda for the meetings to be held on Monday, June 28, 2010 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.

The regular meeting of the Lincoln County Board of Commissioners will be held at the

Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular

meeting of the Lincoln County Board of Equalization will be held at the Lincoln County

Courthouse in the Commissioners Room at 9:15 A.M.
