Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Deputy County Attorney, Joe Wright and Board Assistant, Tammy White. Commissioner Hewgley was absent. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 16, 2011. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.
Motion by Roethemeyer, seconded by Deterding to approve and authorize the chairman to sign a plan sponsor document for the Nationwide Deferred Compensation Plan. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.
Motion by Roethemeyer, seconded by Deterding to approve the agreement with Marcia Trego for services as a referee for the Lincoln county Board of Equalization property valuation protests. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.
Motion by Roethemeyer, seconded by Deterding to approve and authorize the chairman to sign a renewal with National Insurance Services for employee benefits. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.
Motion by Roethemeyer, seconded by Deterding to approve the addition of securities by First National Bank as pledged to the County Treasurer. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.
Motion by Roethemeyer, seconded by Deterding to approve the substitution of securities by Hershey State Bank as pledged to the County Treasurer. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.
Sheriff Kramer commented that he had spoken to Louis Herrick concerning the special designated liquor permit submitted by Charles M. Burklund and had no problem with the application.
Motion by Roethemeyer, seconded by Deterding to approve the special designated liquor permit submitted by Charles M. Burklund for an event to be held by Unreel Events on June 11, 2011. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.
Motion by Roethemeyer, seconded by Deterding to hire Doug Stack to represent The county of Lincoln, Nebraska as condemnee (concerning real estate taxes) to four Petitions to condemn property filed by The county of Lincoln, Nebraska, in County Court of Lincoln County, Nebraska, Case Nos. CI 11-948, CI 11-1074, CI 11-1177 and CI 11-1180. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.
The Lincoln County board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Roethemeyer, seconded by Deterding to approve the certificates of correction and refund as submitted by the County Assessor on personal property and authorize the chairman to sign. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
Kirk Nichols gave a construction update on the Lincoln County Sheriff’s Office and Detention Center.

Advance notice and the agenda for the May 23, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Tuesday, May 31, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
