Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 16, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign the lease agreement between Gordon & Mary Petersen and The county of Lincoln, Nebraska for Suites 201, 203, 204 located in the commercial building at 102 East 3rd Street for probation office space.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the Annual Certification Form from July 1, 2017 to June 30, 2018 for federal aid funding. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the fee reports submitted by the County Treasurer and County Sheriff. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and adopt Resolution No. 2018-13 authorizing the Chairman to sign a contract for professional appraisal services for tax years 2019-2020 with Pritchard & Abbott, Inc. Upon roll call vote Hewgley, Henry and

Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:40 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 16, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Chairman Deterding accepted a letter requesting continuation for the applications for property tax exemption from David C. Levy, legal counsel, on behalf of North Platte, Nebraska Hospital Corp., dba Great Plains Health which was marked as Exhibit 1.

 

Motion by Henry, seconded by Hewgley to approve the continuation of property tax exemption applications submitted by North Platte, Nebraska Hospital Corp., dba Great Plains Health to August 6, 2018 at 9:15 A.M. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:47 A.M. and the Lincoln County Board of Commissioners reconvened.

 

The following is a report by Carla O’Dell, Lincoln County Highway Supt., to the County Board on South River Road, FEMA Disaster 4225:

 

The current proposed Project Worksheet (PW) write up is in the amount of $289,350.00 which makes this a large project. If Lincoln County elects to proceed with the Scope of Work (SoW) as outlined in the PW, Lincoln County would get reimbursed for 87.5 % of the actual costs incurred, as long as they are within the SoW contained in the PW.

This amount could be more or less than the amount of the PW.

The current SoW does not include any bank stabilization, which we feel is a necessity.

Therefore, it is Mainelli Wagner’s recommendation that Lincoln County advise NEMA that the current PW is acceptable, request that they finalize the PW, and inform them that Lincoln County’s intention is to request an Improved Project (IP) as soon as the PW is finalized. If the IP is approved (we have not seen one denied), then the reimbursement limit would be capped at $253,181.25 or 87.5% of the actual costs incurred.

Adding the bank stabilization would definitely cause the PW limit to be reached or exceeded. If the Road relocation cost was less than the PW amount, that extra amount would be captured as part of the IP. The only amount that would be the County’s responsibility would be anything over the $253,181.25.

We would propose minimizing the distance the road was shifted south, trenching in rock riprap as bank stabilization in the upland position so that,111·ei::mitting would not be an issue and keep Lincoln County’s share of the project costs with budget One option to assist in keeping costs down would be to use Lincoln County forces for the Road Construction portion of the project.

Motion by Hewgley, seconded by Henry to approve and authorize Carla O’Dell, Lincoln County Highway Supt., to work through NEMA and FEMA to proceed with the Project Worksheet based on the updated Scope of Work received on the South River Road Project, FEMA Disaster 4225. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Chief Deputy, Roland Kramer, reported that had visited with the applicant below concerning the special designated liquor permit. Sheriff’s Office has no opposition to the application.

 

Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign

the special designated liquor permit submitted by YZGYZ, LLC dba The Filling Station

Grand Island, NE for a wedding reception to be held at the Lincoln County Fairgrounds

on August 18, 2018. Motion by Henry, seconded  by Hewgley, Henry and Deterding

voted “aye”. Nays, none.

 

County Board expressed some reservations about the appearance of the daycare

applying for the special designated liquor permit rather than another provider.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign

the special designated liquor permit submitted by North Platte Community Daycare dba

North Platte Kids Academy for a fundraiser at Harbor Lights on August 16, 2018. Upon

roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

Recess as the Lincoln County Board of Commissioners and reconvene as the Lincoln County Board of Equalization at 10:55 A.M.

Adjourned as the Lincoln County Board of Equalization and reconvene as the Lincoln County Board of Commissioners at 4:42 P.M.

The agenda for the meetings to be held on Monday, July 30, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
