Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 31, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Woodruff to approve the appointment of Commissioner Weems as the Lincoln County voting delegate to the National Association of County Officials. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems abstained.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign the interlocal agreement with Frontier County for inmate housing. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to receive and order filed the fee reports submitted by Clerk of District Court for $11,673.78 and Register of Deeds for $28,935.43. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to authorize the Chairman to sign right of way application submitted by Hershey Cooperative Telephone Co. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 31, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.
Nebraska Association of County Officials (NACO) update by Executive Director, Jon Cannon.
Discussion was held on county employee paid holidays and personal days per the Lincoln County Employee Policy Handbook.
Deputy County Attorney, Tyler Volkmer, commented that the county needs to decide if they want to follow what the State of Nebraska has or not for paid holidays.
Commissioner Bruns suggested that if Juneteenth falls on the weekend it would not be a paid holiday for Lincoln County employees, but if it fell during the week then it would be a paid holiday. He questioned if the county holidays should align with the State of Nebraska.
Commissioner Woodruff asked how it affected the offices when the State of Nebraska is closed and the county offices are open.
Commissioner Hewgley gave history on when the county employees gave up Arbor Day and Columbus Day and gained two personal days to use instead.
Commissioner Weems asked if DMV could function without the state being open.
Deputy County Treasurer, Sheri Newton, replied yes. The department can function but there is no help desk if issues arise.
Volkmer commented the County Board could consider a third personal day or take no action.
Commissioner Bruns suggested that for 2022 the county offer an additional personal day and look at possible revisions for paid holidays in the employee handbook.
Motion by Hewgley, seconded by Woodruff to approve, for 2022 only, that the Juneteenth holiday will be taken as a personal day in the 2nd half of the year (July 1 to December 31). The Chairman will appoint a committee to address paid holidays for county employees. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Woodruff to enter into a contract with Visit North Platte to provide services under the Nebraska Visitors Development Act and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to enter into a lease agreement with Visit North Platte for the continued use of county property currently in the possession of the North Platte Lincoln County Visitor’s Bureau and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to enter into an agreement for referee services with Marcia Trego for Lincoln County Board of Equalization 2022 valuation protests. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Discussion was held concerning the 100-year celebration and time capsule contents. The County Board made a list of suggestions for the time capsule. The county board assistant will send out an email asking the employees for ideas and suggestions as well.
Keith Howell appeared to discuss his concerns with the Veterans Service Committee and current Veterans Service Officer. He also asked about the time line for the applicants that applied for the Veterans Service Officer position.
Chairman Bruns explained that the County Board is working diligently to complete the members of the Veterans Service Committee per state statute. The committee will then work toward reviewing the applications and make recommendations to the County Board for a Veterans Service Officer.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 3, 2022; and was also emailed to the media on June 3, 2022.
The agenda for the meetings to be held on Monday, June 13, 2022 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
